The U.S. States E-Governance Survey will assess the practice of digital governance in states and cities across the United States by evaluating their websites and ranking them on a national scale.
We are seeking to recruit volunteers who would be interested in surveying websites of states or selected municipalities in each state.
Our survey instrument for evaluating state and city websites currently consists of five components.
Surveyors will have the opportunity to learn about e-governance and related issues such as e-democracy, e-voting, e-bulletin boards, website usability and online citizen participation. Each evaluation can be done within two to three hours and surveyors will be credited in the published
results.
The components/areas assessed are privacy and security, content, services, usability and citizen participation. For each of the five components, 18-20 measures are used. For the 2010 survey, we will be adding another area that evaluates the use of social media on websites which will bring the total number of components to six.
Evaluators can expect to spend between 2 and 3 hours evaluating each website. If you are interested in participating in this project, please e-mail Marc Fudge at spaa.egi@gmail.com
For the 2010 survey, evaluators will be assigned either a state or a city. If you are interested in evaluating additional states or cities, please let me know.
All interested participants should reply to this e-mail by February 15, 2010.
We would like to have all evaluations completed by April 30, 2010.
