Cooperative strategies are pivotal in addressing these pressing issues. While successful arrangements (e.g., The Montreal Protocol, The Doha Declaration on the TRIPS Agreement and Public Health, etc.) abound, numerous attempts fell short of their goals (e.g., The Paris Accord).<o:p></o:p>
